Can South Africans fly to USA now?
Hello, I'm aware of that since Jan 30th the US banned travel of non-US citizens from SA to USA. But it says that "This proclamation does not apply to U.S. citizens and contains multiple exceptions including for lawful permanent residents of the United States and some non-citizen family members." I would like my brother to visit from Joburg next month (I'm a US citizen living in Texas), any idea if he will be allowed to travel? The airline issued the ticket but put the burden on my brother to do his own research!

I think the answer is NO unless you are both under 21 and single. (Assuming he is not a US citizen).
Here is the full proclamation. See Section 2 (v)

Check the IATA Timatic website. It is the source every airline uses to determine to which countries one is allowed entry and what tests/documents are required. Without clearance through Timatic at check-in boarding is denied. Your brother can plug in his details and see exactly what airline staff sees.
