I am arriving in Amman at 1:30 am and am thinking about going directly to Petra instead of staying a few hours at a hotel. Are there taxis at that time? Are they safe? What about a private car? Any current info about costs or recommendations are appreciated.

With arrival at that hour, whether there are taxis or private vehicles available which I'm sure there are into Amman about a 15/min drive.
While the road to Petra is paved at that hour whomever is driving will, no doubt, have a heavy foot on the pedal (it's sure tempting).
Consider instead to stay at the airport hotel, which maybe a 3.5* hotel, has descent rooms and hot water. Then arrange for a taxi or private vehicle to head south next morning.
