I am flying on a Sunday from Muscat, Oman into Terminal 2 @ Dubai Airport (DXB)
on Fly Dubai (a budget carrier) at 18:15 arriving at 19:15. I then have to catch a Delta flight in Terminal 1 @ Dubai Airport (DXB) at 22:15. Will there be enough time in between flights to wait for my bag, catch a shuttle(?), go through security and customs and get to my flight? On Delta I am flying business class (if that makes any difference in security lines?).
Has anyone had to make this transfer before?

Yes, 3 hours is plenty of time.
3/hrs should be more than sufficient.
The terminals are big with lots of long walks/corridors, but signage is good.
Trick, if you want... pre-arrange for wheelchair assistance. They'll have someone meet you at 19h15, get you thru to baggage claim, then to Term 1 and whatever security.
However, such assistance often drops you at a Special Services area, which can be for: parents w/children, elderly, paxs with broken leg, etc. Here there are chairs, TV, bathroom. Then about 30/min prior your next flight retrieve you for transfer to ongoing flight. Or just tell the attendent wheeling you to take you direct to your ongoing flight. This is a very efficient system and they do seem to get priority between terminals and around the airport in general.
Recently I asked where the next smoking lounge was (we were flying into Terminal 3!). I was told it's in Terminal 1 - 10 - 15mins walk.


That might give you an idea - based the information I got is correct; I didn't go for a puff so I can't verify.
3 hrs. should be more than enough also to visit the Delta lounge.
