You may not have a choice if you want to get to Kentung. The roads have been closed due to military action, and recently the only way to get to Kentung has been flying. Of course, these things change frequently. If you are working with a travel agent in Yangon, they would be likely to have the most up-to-date info about what is open, what is closed to foreigners.
PS When Thorntree re-opens, there will be someone there who knows for sure what is and isn't open to foreigners right now.
