Looks like a converted private house somewhere in Soi 23. Lots of shops and restaurant in that Soi but it's quite a long Soi and it might take you a while to walk to the BTS, they advertise a 5 minutes walk but it might be a bit more.

Thank you very much for your input. I will Google map carefully to see what the actual route is (using Google street view).
If you think it is a good area, then it is very likely that I will go with the hotel (mainly for the price and good reviews).

8/11 Krung Kasem Road, Phra Nakorn
(There is a guest house here).
I am torn between staying right next to the river (using water taxis to avoid traffic) vs. staying somewhere close to a BTS station. Which of the two would be better for someone who is staying for 7 (possibly 9) nights in Bangkok?

Either one works, both are good ways to avoid traffic. Neither water taxis nor the BTS go everywhere you will want to go. You will occasionally need to use a taxi.
