Which hotel are you going to? Can you define mid-range in yen as my midrange may not be your midrange.
Tokyo station in Chiyoda-ku, so easy to get to. The options depend on where you are going in Chiyoda.
For Tokyo to Kyoto you take the shinkansen, 2 hours 20 min, 13,500 yen.
Hi - going from Narita International Terminal 2 to APA Hotel Akihabara-ekimae 20-13 -2 Kanda Sakumacho, Chiyoda-ku, Tokyo, Tokyo-to 101-0025. Easy/hard? Should I buy tickets (presuming I use train) when I arrive at airport?
is it best to buy train ticket for Tokyo to Kyoto in Japan or beforehand when offshore?
If that is all of your travel you can buy tickets at the Narita JR train station. If you have to travel back to Tokyo from Kyoto then you may be able to take advantage of the 7-day JR pass explained in detail here in which case you would have to purchase offshore before your arrival in Japan:

You can get to your hotel either via the NEx

or the airport limo bus service:

or check here if you can use one of these package deals:

Aloha!
As the -ekimae suggests the hotel is near JR Akihabara station:

Keisei Skyliner and a JR local would do the job, for example:
