sure, you just go to the appropriate embassy... make sure you take all the appropriate papers with you
why not do visa on arrival in vietnam??

Bob is not referring to a genuine visa on arrival for VN, but a pre-arranged visa (which the travel agencies call a visa on arrival). Any of the VN travel agencies can arrange this for you.
Do read the info on the Embassy webspages, as some embassies will not process visas for people who are not residents of Thailand or may have extra requiremnts for non-residents.
