When I was confronted with a long list of things I wanted to do in Vanuatu and a limited amount of time to do them in, I sent out an email to a number of travel agencies in Vanuatu asking for suggested itineraries. I also gave them a clear indication of my budget and my style of independent travel. I got an excellent response back from Willie Naripo at Horison Tours in Port Vila (horizon@vanuatu.com.vu) that included village visits, kastom villages, diving, volcano watching, flights, etc. and was within my budget.

On arrival in Vila, Willie and his wife were there to meet my late night flight and were on hand every time I passed through Vila. They really know how to give you personal attention. All the arrangements they made went through very smoothly. I was picked up by boats at remote spots, ferried to villages and really well looked after. Every visit and stay that they arranged met my expectation. I can highly recommend using them, especially if you are looking for interaction with the local people. Their knowledge of what is available in Vanuatu and how to access it is excellent. I would definitely use them again on any visit to Vanuatu.
