Samoa, Beachcomber or Rarotonga

We are going to one of these places in May for a CHEAP 5 day holiday. We want to relax on a sandy beach (not coral preferably) and hopefully not spend heaps of money eating out so any sort of place that has meal packages would be ideal. Any ideas?
