when i need permission from both parents and who draws up the letter can i do that on my own then get it noterized?and have the parents sign and go thru it?what other forms do i need?

A lot depends on the age of the niece... under 16 is an original stamped birth certificate plus a notarized letter from the parents giving you permission to travel with their child....
16 and over is a passport plus the same letter... be prepared to be questioned by US Customs ...
