I understand Visions in Action http://www.visionsinaction.org are currently looking for an Earthquake Relief Volunteer, even though nothing is posted on their homepage. As of yet I haven't seen any other volunteer opportunities.
Volunteer opportunities in disaster settings are extremely rare, and are usually limited to people with prior disaster experience and technical skills (such as health, engineering, etc).
