I am looking into visiting St. Thomas next July, from my research Cowpet Bay looks to be like a good area. Is this a good area to stay or is there another bay which is better? Any advice or suggestions are appreciated!!

Hello Aimee,
The Cowpet Bay area has a lot of affordable condos and the Elysian resort, which is a decent budget resort development. There's a restaurant there and an OK beach (it can be a little rocky). Close-ish proximity (though not walkable) to Red Hook and ferries to St. John.
I usually recommend Secret Harbour for that part of the island. Not too expensive (esp. in July) and a lovely little crescent of beach with decent snorkeling. It's about a fifteen minute walk to Red Hook, though it's quite hilly around the resort.
