Both have been around a long time. Booked with Cruises-n-more several years ago with no issues (good price, didn't need much service) and would be comfortable booking National Discount if they had the best deal.
But no matter where you book, do make sure you: ask a lot of questions; get the answers in writing (via e-mail is fine) so there's no confusion later; use a credit card; make sure it's the cruise line and not the travel agency that charges your card. Also, review all of your paperwork carefully as soon as you get it to make sure everything (including spelling of all names) is correct.
If you do these things, it's hard to go wrong.
