We'll be in Portugal for a month...Lagos and Porto. Our house will have WiFi...but when we are out and about we will want tol be connected. Who is the best supplier for a one month plan...no phone...just WiFi.

Your options are limited in Portugal, TMN, Optimus Telecom SA and Vodafone. If you have AT&T as a service provider, then I would just sign up for their data roaming service since you don't need the phone service.
I'm not sure you can actually get a pre-paid one month plan (unlimited). When I first arrived here, I purchased vodafone prepaid time in the form of gbs. When I used up those gb I just went to the vodafone store and purchased some more. It worked fine.
