We are planning a tour with Globus to London and Paris. Part of the itinerary is sightseeing house of parliament, big ben, westminster abbey, piccadilly circus, buckingham palace. We drive by them and perhaps stop but do not go into them. Do you know if any of them are open to the public to tour through?

I would get a guide book so you are familiar with places you visit.
Piccadilly Circus is a roundabout with big stores and displays around it, so it's not something you go into
Big Ben is a bell tower you can only see.
Westminster abbey is definitely open to the public, most days, and worth a visit: http://www.westminster-abbey.org/

There a literally hundreds of other things to see!
Get two good guide books: one for Paris, one for london. They will tell you what is available, the times they are open, if you need reservations, how to get to them and often the costs.
These are both easy cities to get around and to sight see. You might decide you don't need a tour with drive-by sight seeing, but would rather do it on your own and spend time seeing the things you are interested in.
