Dont get too worked up just yet. The actual words from the minster concerned is between 30% and 70%.
There is no given amount as to how many tickets will be sold or which route will have the 70% discount.

I am unsure if this is on top of any web fare presently offered or not.
I doubt "on top". it will just be a better fare WHEN available. However, all said, it has been more difficult for me to find webfares lately.
These are wonderful trains but the maintenance and investment has been astronomical. So they are trying their hardest to FILL THEM!
