Early spring. Pack so you can dress in layers. Make sure you have a sturdy folding unbrellas, waterproof walking shoes and a rain jacket - preferably with hood (mist or drizzle at least as likely as real rain).

Layers are a good idea! I was in Belgium at that time last year and was a bit surprised that it was only in the 40's.
Your clothes sort of depend on where you're coming from and what you consider cold!
Better to bring a few extra things with you than to be cold! Hat, gloves, scarf... also one of my favorite travel pieces is a zip front fleece vest, doesn't add bulk to your arms/sleeves, but provides a quick cool down when going in and out of shops and cafes!
I might also opt for a rain hat, as the umbrella will be pointless on a windy day.
It rains a lot in Belgium at that time of year. I second rainproof shoes and a rain jacket and umbrella, and possibly something fleecy for underneath. I have seen snow in April in Brussels - it's unusual but it can happen. At the very least it will be cool and inclement. Don't bother about t-shirts unless they are a layer for under your long-sleeved shirt.
