My wife and I are celebrating our 10th anniversary near the end of Dec and will be up in the Baltimore, MD area visiting family for the holidays. I'm trying to find somewhere romantic to spend 3-4 days that would be driveable from Baltimore (maybe Pennsylvania, Virginia, etc). Not sure if there are any good all-inclusives in those areas that would fit the bill, but I guess that's why I'm asking you the experts

I would take the train to Philadelphia, New York or Washington DC. None of these cities would be good for driving in or parking in. Down at the Inner Harbor you have the National Aquarium and some other attractions.
I'm hoping the super storm coming next week doesn't cause as much damage as predicted.

If it is in your budget, the historic Greenbrier Hotel in West Virginia should fit the bill - luxurious with plenty to do. Much smaller and closer by is The Inn at Little Washington in VA - an intensly romatic place. Its restaurant may well be the best in the DC area.
