Hilton used to have the best happy hour cheap oysters, though it is not in the Quarter. Things may have changed.
But what a pleasant way to spend ones time: tracking down cheap oysters and drinks!
Dont't know if it's the best but we enjoy Acme Oyster House: http://www.acmeoyster.com/ Good prices also!

Acme does a great job. Also try Bourbon House, Redfish Grill and Luke.

oh, oh, oh, I know!!! We just returned from New Orleans and 3 days out of 4, we went to Luke for HH! They have 50 cent oysters and certain half priced drinks from 3-6 every day. It isn't in The French Quarter, but an easy walk just across Canal on St. Charles near the Hilton and across the street from The Intercontinental. I loved their drink called a French 75. We had HH at the bar, but it's offered in the entire restaurant!
