I think the u means you can upgrade. The t means the far is so low it doesn't qualify for an upgrade. Not sure, but think so.

No, you can't upgrade U fares. The U does not stand for upgrade. You need to book a Y or M fare to be able to upgrade.
L, U, T are the deeply discounted economy fares on Delta.
