We will spend 3 nights in DC area in the end of Feb. We plan to visit monuments and museums. How is Hilton Garden Inn Arlington? The location looks good, close to Courthouse Metro station. We just need a QUIET and safe place to sleep in the night....

Location is fine, but be aware that it can be difficult to board an inbound Orange Line train at Courthouse during morning rush. If you wait until 9:30 to head out you'll pay lower fares and may even get a train that has seats available. At least the Metro will not be aswarm with tourists in addition to commuters in Feb.
That's certainly a convenient location and there are lots of places to eat around there. As for whether it will be quiet, who knows, that depends on the hotel setup and where your room is. And the neighbors, who are often the main source of hotel noise in my experience (people in the hotel). That isn't a sleepy location, it's urban and there are a lot of people around there (lots of business travelers, I think), but I'd get a room as high as possible to help with quiet. It is safe, that's a perfectly normal chain hotel.
I know it's not the same Hilton GI, but the one in Arlington-Shirlington was great for us - quiet, a nice little walkable neighborhood with restaurants, a grocery across the street, free parking and free shuttle back and forth to the Metro station.
