I am looking for a decent hotel (nothing fancy clean and not too expensive) near City Hall or Civic Center (south of market street). I am going with family 83 year old mom, sister and brother in law) for a Unv of SF graduation in May. Thanks.

One hotel recommended for that locale is the Mosser, reasonably priced and clean. See other reviews in here under California for more info.
Personally - I would rather stay in the more quaint/residential Marina area - at a hotel along or near Lombard - and my choice whould be the Chelsea Inn or one of it's sister motels. http://www.chelseamotorinn.com/
Downtown SF is not that spread out - and you are within 10 driving minutes from the Marina to the Civic Center, or you could even ride the bus, or take a taxi.
And congrads on whoever it is that is graduating from USF. My two sisters went there way back when - and really liked it.
Why do you want to stay near City Hall for a USF graduation? City Hall is not in a great neighborhood, and there are few decent hotels (if any) in the immediate area (although there are good restaurants and some shopping nearby, on Hayes Streeet).. You'd still have to get to USF for the graduation. Even if the graduation is AT City Hall, you'd be better off staying downtown (Union Square or Financial district) or in the Marina as Tom suggested and taking a taxi or public transportation.

Is where I stay. It's off Union Square. It's an older hotel reasonably priced, and I think the location is convenient (although not exactly where you specified).
I would never stay in a hotel near Civic Center.
