Chicago and New York have wonderful restaurants in any cuisine you can imagine.

Charleston and New Orleans have brilliant restaurants featuring regional cuisines, some small part of it with common elements and ingredients.

San Francisco has its own kind of cuisine, specializing in freshly picked vegetables and to a certain extent fish and shellfish.

You can easily spend $125 per person in any of these cities, and wine will be extra, really, the sky is the limit for a meal and wine, though you can spend less. If you are not from the US, you need to know that you are expected to leave 20% of the tariff before taxes in any of these restaurants and may leave more.

Many of the "best" restaurants will require reservations months in advance, but Galatoire's in New Orleans will not take reservations at all for the downstairs dining rooms and requires rather dressy clothes. In California, a restaurant of the same class may permit neat jeans and polo shirts. In Charleston you would be expected to wear a blazer, with an open neck shirt.
