"the Best" is a tall order since supply and even tastiness change from week to week when you are dealing with seafood.
If I were in NO for three days or so, I would go to Galatoire's, Acme Oyster House, Bon Ton Café (downtown) and Pascal's Manale, which is uptown. They are very different.
