New Orleans over Christmas/New Year's interval - also without driving?

I'm into interesting music. I have some interest in the cuisine. As always, arts and culture and history draw me. Drinking and partying are not of particular interest (unless the music is there).

Is Christmas/New Year's (or the interval in-between) a good time to visit?

How possible is it to have a good visit without driving?
