Salt & Straw is the latest craze here. I haven't been yet, so can't comment. Tillamook ice cream is available in most stores, and it is very good. You could also head to Lake Oswego to the Ice Creamery for it though.
We have a few good gelato places as well. Mio Gelato is my favorite, but there are others.
BTW, when you are at the Surfsand they have Tillamook ice cream there.

In the early '80's, I could tell you where ever Baskin Robbins was in England and France.
This place was really good. The texture of their ice cream was so different and delightful.

Their salted caramel is so richly flavored and perfect in every way.
Some might point you to Ruby Jewel but not me, I think their products are way too sweet.
Still haven't made it to Salt and Straw, either.
I love Mio Gelato (haven't been to the others mentioned) but they apparently have closed their location in Irvington (NE Portland) and moved to 25 NW 11th Ave in the Pearl District and are now called Morso.

If you can find the time to make it to the coast, make a stop at the Tillamook cheese factory. In addition to many great cheeses they make great ice cream.
