We are traveling from Rapid City Sd to Fargo Nd in July. Is it best to go i-90 east towards Sioux Falls & head north, we originally are coming from Wiscosin to Rapid City traveling I-90. Is there an alternate route that would be faster, with other things to see on the way?

Go north from Rapid City and visit Theodore Roosevelt NP in North Dakota. That route probably isn't faster but at least it would be a different route from I-90 with something interesting along the way.
We did this trip a few years ago. I agree with WhereAreWe. Go north to TR NP and Medora, then over to Fargo.
Just keep in mind lodging around Medora is really difficult due to the massive oil boom. You'd probably either need reservations way in advance or just make Theo Roosevelt a day trip and stay in Bismarck afterwards.
