Does anyone have advice on how to best see the Winter Carnival. Will be staying in Minneapolis and plan to be in St. Paul for opening Day (1/24/13) We will have a car - or is public transportatyion a better option?

Light rail between Minneapolis and St. Paul is still under construction, so you would have to take a bus. That would save you the cost of parking but I don't think it's worth saving that money if you have to put up with the bus ride.
If the Winter Carnival is your primary target, I would stay in St. Paul instead. But the two cities are so close it really doesn't make a huge difference either way. Just try to avoid driving between 3 and 6 pm as you'll hit rush hour.
Thanks for the advise-very helpful. We are staying in Minneapolis as we arrive Tuesday and have various events planned and restaurant reservations. We will have a car rental and was concerned there would not be parking or that the Carnival events were distantly spaced.
