Most Viennese restaurants charge a small fee for each roll that is eaten. Increasingly, however, eateries are using a per-person cover charge, which includes all the bread you want, usually with an herb spread and butter. See our Vienna dining coverage.

We experienced the unexpected bread charge in Rome years ago. Also, in Mexico beware of the bottled water charge.

This charge is common in Spain, too, but I would not call it "sneaky". It is stated on the menu. It's just part of the system.
