This row of candy-color Victorian shopfronts between Government and Store streets is Victoria's hub for independent fashion-designer boutiques. Storefronts -- some closet size -- are filled with local designers' wares, funky boutiques, and no fewer than three shops selling ecologically friendly clothes of hemp and organic cotton.
