Fodor's Review:

This showplace in the Palace Hotel, a favorite of visiting Japanese businesspeople, replicates the refined experience of dining in a first-class restaurant in Japan. A kyo-ya is a restaurant that serves a wide range of food. Here, the range is spectacular, encompassing tempura, one-pot dishes, deep-fried and grilled meats, and impeccably fresh, high-priced sushi. Kaiseki meals, six-course (with dessert) seasonal dinners that change monthly, are also available, priced for an emperor. The space boasts a handsome sushi bar and a series of small dining rooms outfitted in ivory walls and tasteful ebony furniture. Sake lovers appreciate the dozen-plus labels, from the finest to the everyday.
