Washington State Ferries charge $9.50 per vehicle from Port Townsend to Keystone; it's $2.08 each way if you walk on. From Port Angeles you can reach Victoria, British Columbia, on the Victoria Express passenger ferry, which makes the one-hour trip ($25) two to four times daily from mid-May to mid-October. The boat then continues on 2½ hours longer to Friday Harbor, on San Juan Island. Or, take your car on the M.V. Coho, operated by Black Ball Transport, which makes 1½-hour Port Angeles-Victoria crossings four times daily from mid-May through mid-October and twice daily the rest of the year (except when it's docked for maintenance, from mid-January through mid-March). Rates are $33 per car and driver, $8.50 per passenger, and $3.75 per bike. The Victoria Express departs from the Landing Mall terminal, while the Coho departs from the ferry terminal at the foot of Laurel Street.
