Best bet would be in St.Martin (French Side) in the Caribbean - but still lots of bucks for a new one?
There is, however, a large market in "pre-owned" (like pre-owned [in other words used] BMWs or Lexus cars) in Rolex watches coming out of South American countries - e.g. Argentina. Folks there need money.
But you have to find a reputable dealer when in this market. A friend bought one about 20-yrs ago and hasn't had any problems at all - and it looks as new as the day it was bought by the original owner.
There really aren't very good deals in the Duty Free shops and from wherever you purchase the watch, you're still going to have to declare it upon return at Customs and pay a duty fee.
Find a reputable jeweler in your hometown and negotiate and try using "cash" to purchase.
