Tokyo budget Hotels; Twin Beds & Limousine Bus

Hi, Tokyo experts!

Hoping someone has some recommendations for me.

For 10/19-22, my mother and I are in Tokyo before departing from Narita T1. I'm searching for a budget hotel ($170 or yen 27,000/night) with twin beds and easy/direct access to Narita for a 4 pm flight. (Also, non-smoking.)

We prefer the Limousine Bus to/from the airport, and I can go through the (long) list of hotels near a Limo Bus pickup to check rooms & rates, but wondering if anyone has ideas before I begin...?

Would welcome Ueno and Akihabara recommendations, or any areas on the Yamanote Line. Would love Ginza as we've not stayed there, but I know it's not exactly the place for budget hotels.
(I've bookmarked a few hotels in the area between Shimbashi and Ginza stations but so far rates are $275 for non-smoking, twin bedrooms, so thinking that area's a no.) However, I am curious what you think of the Tsukiji area?

(We will stay again at the Shinagawa Prince for the START of the trip, so not needing reccos for Takanawa/Shinagawa station area.)
