Hi Hazel:
The only place I know of that is reminiscent of a perfect British afternoon tea in Toronto is the le meridien King Edward Hotel in downtown Toronto. The hotel is an historic site in Toronto and very beautifully restored from the turn of the last century.
If you are heading to the Niagara area you could also try the Prince of Wales in Niagara on the Lake. A very pretty little historic village that celebrates our British heritage.
Either one would be an excellent choice.
I'm not sure of the price at the "King Eddie" as it's called here in Toronto but last time I checked the Prince of Wales in NOTL (Niagara on the Lake) it was about $28.00Canadian per person.
Enjoy.
regards,
Lynn

You can add The Four Seasons to the list of "tea" places. I believe they do it still in their lobby area. I loved the Windsor Arms Tea Room (at night it becomes the caviar & champagne room.) You can have Full Tea which is what they call it when you order one of the special sherry drinks to start. Very elegantly served, a small drawing room-like setting. Will you be wearing hats to tea? We did.

I've tried the King Edward, the Four Seasons and the Windsor Arms. (I believe the Hotel Intercontinental also does tea, but I haven't tried it.) Having tried those three, I have to say the Windsor Arms is the best. The Toronto Star also rated the Windsor Arms as having the best tea, about a year ago. The Four Seasons has good food, but service is only half-hearted. The King Edward has reasonably good service, but the food isn't as good. However, the Windsor Arms gives you a beautiful atmosphere, delicious food and great service. The selection of teas is great, too. It's a bit more expensive than the others, but I think it's worth it. Make sure you make a reservation in advance; they're often fully booked if you just walk in.
