We chose the Star Princess this year. They have a ten night cruise that begins in Copenhagen and cover Stockholm, Helsinki, St. Petersburg (2 days), Tallinn, Gdansk and Oslo.
Inside cabins are mostly sold out for the summer but you may find something left at vacationstogo.com
Royal Carribean Intl. also has a fairly nice cruise out of Stockholm (but it's less convenient and more expensive to fly into Stockholm).
Costa has a seven night cruise I looked at seriously, but cruisecritic.com contributers are far too consistent in criticising their food (you would think Italians could do food) and service (mistakes ignored and billed rather than corrected).
There are also 12 night cruises out of "London" ports. I might have considered those except there haven't been many good deals on flying into London this summer.
Baltic cruises aren't as good of deal as I've found cruising the Mexican Riviera or Carribean. Overall, however, they are a good budget option as your lodging, meals and transportation are all included and each of those is expensive in the north. I'm not sure you can get more for your money traveling on your own.
