Just back from Rome & have to second the recommendation for Il Gelato di San Crispino. We went back 5 times over 2 weeks...which is saying something since they are near the Trevi Fountain and we were staying in the Trastevere. We tried lots of others but San Crispino's flavors were just extraordinary. Anyway, they have a website, so you can find them on the map. The website is http://www.ilgelatodisancrispino.it.

I've been on a similar quest for the ultimate gelato. I lived in Bologna for a time going to school and one of my favorites was a small place on Via San Felice near Via Ugo Bassi in the center that sells only 4 basic flavors at a time. It's on the south side of the street and within walking distance of gelateria gianni (not that great, IMHO).
My favorite in Italy so far . . . K2 in Parma behind the main church there. Oh my, what artistry. If you ask for gelateria kappa due, someone will point you in the right direction. Parma is a great town and within an hour by train of Bo

There is no "best" gelato place. Different places are better at different flavours. Further, the difference across places isn't all that great, anyway. Gelato is basically a good thing, so it isn't hard to make highly enjoyable stuff anywhere.
I guess that there is something in the human psyche that tries to simplify the world into a single "best." It really doesn't work that way. At least not for gelato.
