I'm going to guess Budapest. It's the one that is mentioned here often and I search Hungary to see if your post still came up.
We stayed there in November. Wonderful people running the place. It's simple, clean, comfortable. No restaurant, but they're eager to provide suggestions. It's not as convenient a location for walking as the Vaci Utca area hotels, we thought, but it's not bad either. It's really a fairly small hotel with just 3 rooms per floor. The main feature is the views. I understand that the lower floors have floor-to-ceiling windows to take in the river and Pest. We were on the top floor (9) which requires getting off at 8 and walking up one level. Worth it though for the fact that the 9th floor has small balconies overlooking the river.
What views from up there. This is a view from our room (93).

The famous Chain Bridge, lit at night is even more visible from the same spot, looking right.
