The park itself is very cool, with a 20-story different in elevation between its highest and lowest points, a very tall waterfall, a grotto, a lagoon, natural and artificial rocks, a mountain with tunnels, a temple of love, a high bridge and a low bridge, and other unique features.
I've never been to the relais des buttes, though, so I can't comment on that.

his park is probably my preffered park in Paris, but I've no clue about the restaurant.
The neighborhood isn't unsafe or dangerous.
Af for it being within walking distance of "La Villette", it's diffult to answer since people have widely different views of what "within walking distance" means. In my opinion, it is. It should take less than half an hour to go from one to the other
By the way, I also like the park at La Villette (mainly because it's actually divided in many very different areas, not all of them easy to find,like the bamboo grove, the mist garden, etc.. so it offers a lot of variety) though it's extremely different.

The Parc des Buttes Chaumont is a lovely park. We visited on a Tuesday afternoon and there were lots of people with young children or walking their dogs. Both the park and the area around it were safe at that hour. I dont know what the area is like at night but I have heard that it is fine. Make sure you enter the park from the uphill side, as it would be a steep walk up otherwise. I think we entered from the Place Armand Garrel on the northern side.

I'm going to mention that the actual name is "parc des Buttes Chaumont". You apparently got this reversed "Chamont des buttes" from google's poor translation tool.
I mention it in case you would ask directions or something and people would look at you confused.

I love that park. I used to stay at a friend's apartment/house which was walking distance from the park and we used to go there quite often. It's very peaceful and my favorite park in Paris. Happy Travels!
