Please define " inexpensive." Also please do a search to find the many, many threads that we have cobbled together on this subject.
(Many of us have written quite a bit on this subject so it might be good if you would do a search first so people do not have to answer this question over and over again)

1. All restaurants have menus in the window, so you can see what they have without going inside.
2. Pizza is everywhere and often very good, though it is not usually thick crust and never (in my experience) double cheese/double meat.
3. Does the teenager eat pasta? There seems to be a lot of it in Italy.
4. In Rome you are staying in an expensive hotel in an expensive area. Your idea of inexpensive and our idea of inexpensive may be very different, so ekscrunchy's questions are valid.

In Rome, we loved La Fiorentina. We went there on our 20th anniversary and returned to our 30th and they fixed us the same meal. It is located in a less touristy area.
In Florence, Cantinetta dei Verrazzano was great fun. We put ourselves in the waiter's hands and he brought our foccacia sandwiches: ham/cheese; tomato/cheese and peas/cheese! Really good and right in the heart of things.
Here are TA reviews FYI:

In Rome, we like Maccheroni at Piazza del Copelle, 44, near the Pantheon and in Florence Osteria di Benci at Via di Benci, 13r, near Santa Croce. Osteria di Benci is a lively place and should appeal to a teen.

We found Leonardo's in Florence to be a real bargain-11 euros for two simple lunches. The place is very clean and the food fresh and attractive- cafeteria style. This restuarant is located near the Duomo. Went to the one TD describes but it was not inexpensive.

I just want to add that from my own personal experience traveling with two teenage boys, the portions we received in Italian restaurants were never enough for their teenage appetites. I ended up either supplementing their meals with sandwiches in our backpacks during the day and/or fruit/snacks, or just going to the supermaket and getting supplies. You don't write whether your teen is male or female, it would matter of course in the above vein.

My wife and I have been to both Florence and Rome and I have posted a couple of trip reports on my homepage - in the trip reports I have also posted a bit of info on where we had dinners. You can find the trip reports on http://gardkarlsen.com/florence_italy_travelogue.htm and http://gardkarlsen.com/rome_italy.htm . I hope that you can find some useful info there

Trattoria Luzzi
Via di San Giovanni in Laterano, 88
06 7096332
about a five minute walk east of the Colosseum. Open Monday - Sat, closed Sunday.
They only take cash!
We ate there twice, went there a third time but they were closed. Everything was SO good, the pizza and pasta!

In Florence, we went to two. One was- leaving the train station, going past Montreal Hotel and about a block or two further, there was a restaurant on the right that had 10E fix prices lunches and dinners. 20E plus 6Euro for 1/2 carafe of wine, to me is a decent price. Second one is harder. Cross the river on the bridge with all the stores on it (mostly gold shops) turn right, go through the big arched entry and look to your right about a block down. Great Chinese restaurant. About the same price.

I can vouch for trattoria casalinga in Florence, authentic inexpensive food, near Santo Spirito church, minutes from Ponte Vecchio bridge across Arno

I Fratellini on Via dei Cimatori. A little store front where you can order wine/sandwiches. You eat in the street with eveyone else (no tables). There are wine glass racks on the outside wall that are numbered so you don't have to hold your glass while trying to eat. Attracts a younger crowd your teen might enjoy.
