Northern Spain: please, help to shorten my wish list.

We plan to visit Northern Spain for 16-17 days sometimes after June 19 and before July 10.

Originally, I planned to do a big loop Bilbao- San Sebastian, Pamplona, Burgos, Leon, Lugo, Oviedo, Santiago de Compostela, 4-5 nights in Picos de Europa area (Covadonga, Canga da Onis or Potes), Bilbao.

But now I feel we would spend too much time in the car and packing-unpacking almost every night. Now I am seeking for recommendations on what to choose from this list in order to stay for 2-4 nights in one place. Mostly we are looking for the towns where we can relax and walk or hike in the nearest vicinity too. During pandemic we prefer to spend time outside exploring old towns, do mountain or shore walks without rush.

It is likely our first base will be Bilbao; I am looking for 2 or 3 more base towns with nice surrounding and possibility of short day trips.

We are from South Florida, so we prefer to avoid hot or really cold weather if it is possible. Tapas and good wines are always a plus. It will be our first trip to Northern Spain, so we are open to any new places to be suggested too.

I would leave out Oviedo except that it is well located for side trips to the sea and to the mountains. In fact, we took a day trip to Leon. Our DIL is from Ovideo, and these were some of the restaurants she recommended.

On our way to Leon we stopped in this local store, and made the mistake of having lunch in a nearby restaurant rather than having a platter of cheese and meat created by the person on the photograph; it would have been a more interesting and satisfying meal:

On another day we drove into the mountains and ate in the only restaurant on this street. It served the traditional fabada except that instead of beans the base was chestnuts

and in Leon we had a light meal here, but you have to be there before opening to hope to be served. The proprietor serves only one thing: blood sausage, and once he runs out (within the hour) the place is closed:
