We were in London in Jan 99 and are going to England again this coming Jan.
London was around 45-55F during the day. It rained part of the time on 3 of the days and we had 3 days with blue skys.Had a couple of great walks in Hyde Park under perfect weather.
The bottom line a lot of grey, some blue and some wet!
On the plus side no lines or crowds at any of the museums etc.
Now thats London. I did live in Eastern England for 10 years in the 70's and remember most winters were mild compared to the my native Ontario Canada and my current Illinois locations.
One thing about Great Britain is the fact that a lot of weather systems sort of converge over it. The weather can be very hard to predict.During our stay in 99 my wife and I got a kick over how the day would start out one way and change as it went on. The TV forcasts were always for 2 days only and even then often it woud'nt be like they predicted. Tough job being a weatherman in the U.K.
Being stuck out into the Atlantic like thumb on the hand of Europe, we're on the edge of everyone else's weather systems - it's changeable but rarely extreme.

www.bbc.co.uk has a vast range of weather information, including records of past weather, month by month
