You should be able to but it might be close. You don't want to drive after dark. The road between Tilaran and Arenal is a bit rough for awhile but you will end up on good paved road again.
The road that goes by Tabacon and on into La Fortuna is very good so you won't have any problem there.

Our flight to Liberia was scheduled to arrive at 12:30, and I was worried about the same timing issue as you. In fact the plane was delayed by an hour and a half, but we had no trouble getting the rental car and driving to Arenal. We did the last half hour in the dark (including the winding 2 km road up to Arenal Lodge), but it wasn't really all that difficult or treacherous. Only the last half hour was really bumpy! So I would go for it.
