I don't know anyone who's stayed in the State Plaza. The area's fine but dead at night -- and it's more than 3 blocks to Foggy Bottom. GWU Metro. Closer to 5 ...
It's the best of the 3 choices and not a bad area for walking around. Not a lot of dining options in the immediate area, but Breadline is a great lunch choice that's not a bad walk from your hotel.
Despite the time commitment needed, Mount Vernon is always a highlight for visitors I get (including a fair share of lutefisk eaters.)
As for the Va. wineries, it's not worth it. You could ended stuck in the sprawl. Think Highway 65 north of Blaine on fishing opener weekend...
I don't think it's near your target range, but the Wardman Park isn't a bad option either: it's a very nice 'hood with a mix of residential and walkable restaurant areas in Woodley and Cleveland Park. Nicer strolling area than the State Plaza and closer to Metro -- right there. You would have to Metro to the Tidal Basin/museums/Mall but it's very easy.
