How big is your child? We recently used National and they would guarantee a "child seat" for about $10/day, but would not guarantee a true booster seat for bigger kids. They did not have any booster seats when we arrived (smaller airport) and the child seat was tight and fairly uncomfortable for our almost 4-year old.

As far as I am aware children need child seats in all states. If you are flying won;t yuor child need a booster seat on the plane - or is s/he large enough to use the seat belt without one. (Many young children are too small for seat belts if sitting right on the seat - it's loose on them.)
