I think the trend above represents a degree of overkill. Based on BashfulLV's unbashful post above, I'd have hesitated to even go to the Stratosphere to see the views from the tower, and I'm glad I didn't miss them. I don't think people should be afraid to go there.
The views from the Tower are truly awesome, greatly different in the day and night, and I'd consider them a must especially on a first Vegas visit. I agree that the property is too isolated from anything else of interest, beyond any consideration of unpleasantness or danger, to recommend anyone walk to or from it. I took taxis to and from the property and never encountered anything unsavory. Taxis to leave were plentiful at the hotel door.
I didn't stay there and so can't evaluate the accommodations, but the user reviews at Tripadvisor.com show that many people have had good experiences as guests there (among a much smaller number of detractors.) Some of the posters are genuinely enthusiastic about the hotel particularly at the price. Several mentioned that as well as using taxis, they found the nearby bus stop and parking to be very close, convenient, and safe. They said they preferred to save the money they would have spent on a better located hotel, take the bus to the strip, and spend those dollars on shows and restaurants. Others said they liked the casino at the Strat and were happy to return to it after more jammed, stuffy (in both senses), tighter-paying places on the Strip.
I did gamble myself at the casino and while its decor was certainly nothing special, it was relatively light, large, airy and pleasant for a place with player-friendly table rules like the dark, smoky, jammed places downtown have. I enjoyed the opportunity for 10X odds craps, and while I'm not a slots player, I'd guess the comment frequently made on TripAdvisor that the slots seemed looser at the Strat than at the better located hotels down the Strip are accurate. I don't remember being made uneasy by anyone in the casino clientele, which seemed pretty midde-of-the-road.
So I'd consider Bashful LV's post above a good advice not to stroll around the neighborhood, but the tower definitely is worth a trip there by some other means than foot, and the casino and hotel might be to you too. I'm not a shill for the place, but it seems to well suit some people at some times, and the Tower is genuinely terrific. It's already been in bankruptcy, and I'd hate to see it close (especially the Tower) due to exaggerated fearmongering.

Thank you CalDC for the reply. I have heard the tower is the biggest and one of the best views in vegas. If not staying there at the hotel, the tower is certainly a must see! Frankly I dont know where people are seeing these low fares at any vegas hotels down on the main strip. Most are avg around 200/night. Perhaps Im looking at the wrong month? (March) Ballys is a mid-priced hotel travelis?
